Ministry of Transport

On July 16, a time capsule containing a message for future generations was ceremoniously placed in the foundation of the future dispatcher building on Višķu Street — the planned terminus of the extended Route 7 tram line. This marks a symbolic beginning of a new stage in the development of public transport in Riga, where modern infrastructure is being built for the convenience of residents and the advancement of sustainable mobility.

Džineta Innusa, Chairwoman of the Board of “Rīgas satiksme”:
“The time capsule placed today symbolizes our work focused on the future. This project is more than just infrastructure — it is a step toward more accessible, convenient, and environmentally friendly public transport in Riga. Although this is still a construction site, it will soon become an important hub where various modes of transport will connect, and where our colleagues will be working. I am especially pleased that the employees who will work here in the future are participating in this ceremony — they are the ones who best understand the significance of this site in our daily operations. This is not just a building; it is a place where we will ensure smooth, safe, and convenient public transport services.”

Andris Kužnieks, Acting Head of the European Commission Representation in Latvia:“I congratulate the Riga Municipality and "Rīgas satiksme" on launching this important transport infrastructure project. It is a significant step not only in improving mobility in the capital but also on the path toward climate neutrality. This project is made possible thanks to the support of the European Union’s Recovery and Resilience Facility (RRF) — one of the key instruments promoting the sustainable development of EU member states. Riga is one of the EU 100 climate-neutral and smart cities, and this project serves as a good example of how to strategically invest EU funds to make everyday life safer, more convenient, and more environmentally friendly for citizens. The successful implementation of Recovery and Resilience Mechanism projects not only demonstrates the capacity to make high-quality investments in vital initiatives, but also strengthens Latvia’s position in the negotiations for the next EU multiannual budget. We look forward to the project’s opening with great anticipation!”

“I am pleased that with the support of RRF, the greening of public transport in the Riga metropolitan area is being implemented — shaping a smarter and more people-centered urban environment. This gives people the opportunity to choose transport options that are both convenient and environmentally friendly, encouraging a shift from private cars to public transport. The Ministry of Transport is grateful to its partners for the successful cooperation in implementing transport sector projects. We are especially glad that collaboration with "Rīgas satiksme" has been effective — the planned improvements are progressing as intended, and this project stands as a best practice example for other municipalities that are still in the process of launching their own transport improvement projects,” emphasizes Kristīne Pudiste, Advisor to the Minister of Transport.

The total extension of the tram tracks for Route 7 will be 2.2 kilometers. As part of the construction works, a transport hub will be built on the land plot near the intersection of Latgales and Višķu streets. A new dispatcher building is planned for the operation of the hub, along with access roads for public transport from both Latgales Street and Višķu Street. Additionally, landscaping works will be carried out in the area, including the installation of large shelters, information boards, greenery, and street lighting. The trolleybus Route 15 will also be extended by 300 meters along Višķu Street to the transport hub.

The project is planned to be completed by May 2026. A contract for the design, construction works, and supervision has been signed with “Binders” Ltd worth EUR 28,349,687.19 excluding VAT. The project is financed by the RRF and is implemented within the framework of “Climate Change and Environmental Sustainability” of the Recovery and Resilience Plan, under “Emission Reduction in the Transport Sector,” Reform 1.1.1.r “Greening of the Riga Metropolitan Area Transport System,” and related Investment Measures 1.1.1.2.i “Environmentally Friendly Improvements in Riga City Public Transport System” 1.1.1.2.i.2 and 1.1.1.2.i.3.
