With EU support, the development project of the new generation Integrated Internal Affairs Information System is initiated

The Information Center of the Ministry of the Interior has initiated a European Union Internal Security Fund co-funded project to develop a new generation Integrated Internal Affairs Information System (IIIS2), strengthening the international cooperation capabilities of law enforcement agencies.

Within the framework of the project, three solutions of the new generation Integrated Internal Affairs Information System will be improved:

  • Person registry;

  • Wanted, invalid, lost objects and wanted persons (PEM/MNZO);

  • Online searcher.

These development measures will ensure the full inclusion of information in the national system and the transfer of data to the Schengen Information System, as well as the availability of information in one place about persons and objects sought in Latvia and abroad. The system will comply with modern technological resources, global security aspects, and the requirements of system users.

The use of additional solutions developed within the project will significantly increase the scope of system usability and its impact on national and EU security, especially in the context of the upcoming interoperability solution. Additionally, the results of this project will allow for the efficient and easy continuation of system development if necessary in the future.

The State Police, as a cooperation partner, will be involved in the project implementation. They will take an active part in the preparation of technical specifications, as well as in the software development, testing, and implementation production (acceptance) process to ensure maximum compliance of the developed software with user needs.

The Online Searcher solution of the new generation Integrated Internal Affairs Information System has been available to users since March 7, 2023, and is used by the State Police, State Border Guard, Office of Citizenship and Migration Affairs, and other institutions for crime prevention, border management, and migration management. By supplementing the system with solutions, it is planned to improve and facilitate the exchange of information between the State Police and other Latvian law enforcement agencies about persons and objects sought in Latvia and abroad, for faster identification and detention of wanted persons, as well as the seizure of wanted objects, and the transfer of information about identified wanted persons or objects to Latvian investigators or law enforcement agencies of other countries. At the same time, it will promote the improvement of management processes and efficient data exchange between state and local government institutions, centralizing data processing and providing unified access to information, which, in turn, will reduce the time and costs required to collect information for investigations, as data will be available in one place.

The project is scheduled for completion by May 31, 2025.

The total project funding is 2,362,474 euros, of which 1,771,855 euros is European Union funding, and 590,619 euros is state budget funding.

The project is co-financed by the European Union under the Internal Security Fund for the 2021-2027 planning period, with the Ministry of the Interior serving as the managing authority in Latvia.
