Ministry of the Interior

The State Border Guard College is implementing the project No. BMVI/2023-2025/SA/1.3.1/06 “Strengthening the cooperation and training capacity of border security agencies in Latvia for the effective implementation of European Integrated Border Management”, approved under the Financial Support Instrument for Border Management and Visa Policy 2021-2027, with the Ministry of the Interior as the managing authority in Latvia.

The main goal of the project is to increase the efficiency of the integrated border management system of the Republic of Latvia by improving inter-agency cooperation, coordination, training, and research mechanisms.

By the end of 2026, a joint review and update of existing border management processes, inter-institutional cooperation plans, and mechanisms is planned. An analysis of existing and potential border security threats and inter-agency cooperation challenges is also planned. The project envisages the adoption of best practices in foreign border security management, as well as the development of the capacity of Latvian educational institutions related to border security in the areas of training and research for the effective implementation of the components of European Integrated Border Management.

During the project, from March 25th to 27th of this year, representatives of the State Border Guard College, together with representatives from the State Border Guard, the Sectoral Policy Department of the Ministry of the Interior, the Public Order Police of the Latgale Regional Administration of the State Police, the State Police College, the Customs Administration of the State Revenue Service, and the Asylum Affairs Division of the Office of Citizenship and Migration Affairs, familiarized themselves with the best practices of the Belgian Federal Police in the strategic, operational, and educational implementation of border management.

Project participants met with representatives of the European Commission's Directorate-General for Migration and Home Affairs, who are responsible for the development of European Integrated Border Management and the European Union's internal security policy, as well as the relevant evaluation mechanisms. The competences gained and the contacts established during the visit will contribute to the further improvement of the efficiency of the integrated border management system of the Republic of Latvia.
