The EU co-funded project with the active involvement of Latvia and Lithuania on law enforcement and security reforms in Armenia has successfully concluded

On April 15, 2025, the closing conference of the European Union co-funded project No. ENI/2023/442-959 "Support to Law Enforcement and Security Reforms in Armenia" took place in Yerevan, Armenia. Within this project, the State Police of Latvia, together with the Central Project Management Agency of Lithuania and other partners, provided support for reforms in the law enforcement and security sector of Armenia.

The closing conference was addressed by the Ambassador of the Republic of Latvia to Armenia, Edīte Medne, who expressed gratitude for Latvia's opportunity to be part of the significant reform process in Armenia, emphasizing Latvia's commitment to continue sharing its experience, knowledge, and best practices, contributing to the strengthening of democratic institutions in Armenia. In turn, the Deputy Chief of the State Police, Head of the Central Administration Department, Normunds Grūbis, in his address, expressed satisfaction with the State Police's opportunity to be part of this international project, appreciating the close, professional, and purposeful cooperation with Armenian partners.

The project's aim was to strengthen the capacity of the Ministry of Internal Affairs of Armenia, improve police operations, and support legal reforms in accordance with international standards.

The State Police's contribution to the project included:

  • support for strategic planning and the development of public services for the Ministry of Internal Affairs of Armenia;

  • development of recommendations for the implementation of a code of ethics;

  • support for the establishment of a new criminal police structure and qualification training programs;

  • development of standard procedures for cases of mass disturbances;

  • training on crowd control and effective resource management.

Within the project, an in-depth analysis of the functions, structure, and human resources of law enforcement agencies was conducted, and practical recommendations for more effective operations were provided.
