Project progress as of June 2025 - "Liepna" Asylum Seekers' Centre renovation underway
The State Provision Agency continues to implement Project No. NVA/PMIF/2024/1, "Adaptation of PMIC “Liepna” for Long-Term Operation" (hereafter referred to as the Project). The Project aims to renovate the "Liepna" Asylum Seekers' Accommodation Centre building and improve its energy efficiency.
As part of the Project's "Development of Construction Design Documentation" activity, SIA "Livland Group" is currently developing the construction project for the long-term operational adaptation works of PMIC "Liepna," based on the service agreement No. IeM NVA 2024/323-Pak from December 2, 2024. The construction project has reached the stage where it is undergoing expert review. This review is being carried out by Limited Liability Company “Cerkazi-G,” under service agreement No. IeMNVA2025_197-Pak from May 30, 2025, for the expert review of the construction project "Adaptation of PMIC “Liepna” for Long-Term Operation" (procurement identification number IeM NVA 2022/68). The cost for this expert review service is €14,550.25 (including VAT).
Phase 1: Reconstruction of the dormitory building and development of the construction project for energy efficiency improvement measures (cadastre No. 36680100284004), including the design of external engineering networks and related engineering structures, and territory landscaping.
Phase 2: Reconstruction of the boiler house-garage into an administrative building and development of the construction project (cadastre No. 36680100284004), including the design of external engineering networks and related engineering structures.
Expected project outcomes
The implementation of the Project will improve the thermal performance of PMIC Liepna, ensuring the centre's long-term operation and efficient use of energy resources. By implementing energy efficiency measures, the accommodation conditions for asylum seekers will be enhanced.
General project information
The total cost of the Project is €4,266,667, of which €3,200,000 is funded by the Asylum, Migration and Integration Fund, and €1,066,667 is financed from the state budget.
The Project's implementation period is from May 1, 2024, to October 31, 2027.
The Project is being implemented within the framework of the Asylum, Migration and Integration Fund's 2021–2027 planning period, the managing authority of which in Latvia is the Ministry of Interior.
