Support for citizens to switch to biomass heating systems - EU funding to improve air quality

On 22 July 2025, the Cabinet of Ministers approved amendments to the draft Regulation of the Ministry of Smart Administration and Regional Development (MoSAMRD), which expands opportunities for citizens to apply for European Union (EU) funding to replace biomass heating systems to improve air quality in Latvian cities.

More than 300 projects have been implemented under this support so far. The amendments will simplify the conditions and provide additional opportunities - even more people will be able to receive co-financing for more environmentally friendly heating technologies.

Support will also be available for houses with different energy sources, if at least 50% of heating is provided by coal, peat or biomass, and it will be possible to combine different technologies in one house - for example, a heat pump in one apartment and a pellet boiler in another. Houses that are not subdivided into flats will also be eligible if they are subdivided before the end of the project.

The support is intended for replacing old biomass, mainly wood, heating installations with various heat pumps or pellet boilers, connecting to efficient district heating systems, installing solar panels, rebuilding internal heating systems and covering the costs of increasing the capacity of the electricity grid.

The amount of EU funding for a project cannot exceed EUR 4 400 per person declared as living in the household at the address of the dwelling house or apartment property where the project activities are implemented.  

The selection and monitoring of project applications will be carried out by the Central Financial and Contracts Agency (CFCA), please keep an eye on the CFCA website. A new call for project proposals is expected to be launched in July this year.
