On 22 July 2025, the Cabinet of Ministers approved the draft Regulation of the Ministry of Smart Administration and Regional Development (MoSARD) on European Union funds for investments to improve the efficiency of public water management services and reduce pollution discharged into the environment by supporting the establishment and rehabilitation of wastewater collection and treatment infrastructure.
Raimonds Čudars, Minister of Smart Administration and Regional Development, said: 'Sustainable water infrastructure is one of the prerequisites for both the well-being of the population and the protection of the environment. These investments will improve the quality of wastewater treatment and prevent pollution risks throughout Latvia. It is a targeted investment in regional development and in improving people's quality of life."
The total funding available for the third round of the call for proposals is at least €33 million, including €21.5 million from the European Regional Development Fund (ERDF) and at least €11.5 million in co-financing. Municipalities, their capital companies and institutions with water agglomerations with a pollution load of more than 2 000 and less than 10 000 p.e. can apply for funding.
The investments are intended to increase the capacity of wastewater treatment plants, improve treatment and plant efficiency, build and rehabilitate sewage pumping stations, build and rehabilitate sewage sludge dewatering and treatment plants, and build and rehabilitate pressure pipes and treated sewage outlets, centralised sewerage system networks.
The actions to be implemented will improve the efficiency of public water services.
One applicant may submit a total of three project applications (one project application per water agglomeration) and the maximum ERDF funding per project application is EUR 1.5 million.
The selection and monitoring of project applications will be carried out by the Central Finance and Contracting Agency. The project must be implemented by the end of 2029.
