On 1 July 2025, the Cabinet of Ministers approved the draft Regulation of the Ministry of Smart Administration and Regional Development (MoSSRD) on investments of European Union funds for promoting the efficiency of water management services, ensuring the operational efficiency of wastewater treatment infrastructure and reducing anthropogenic pollution in the Riga agglomeration.
Raimonds Čudars, Minister of Smart Administration and Regional Development, said: "This investment is an important step towards a cleaner and more sustainable environment in the Riga conurbation. By modernising the wastewater treatment infrastructure, we are not only improving the quality of services for the population, but also reducing the impact on the environment. This is a long-term investment in our health, the preservation of natural resources and the fulfilment of Latvia's international environmental commitments."
The second round of investments is aimed at improving the efficiency and quality of wastewater treatment plants, sludge treatment plants and engineering networks related to the provision of public water management services in Riga, the largest water agglomeration in Latvia.
The actions to be implemented will contribute to meeting the requirements of the Recycled Urban Wastewater Directive in the only water agglomeration in Latvia with a human population of more than 100 000 - the Riga agglomeration.
The total funding available for the selection is at least €44.6 million, including €22.3 million from the European Regional Development Fund and at least €22.3 million in co-financing.
The second round of the measure will be implemented through a restricted selection procedure, with "Rīgas ūdens", which provides water management services in the municipality of Riga and its neighbouring municipalities, as the project promoter.
The measure is expected to support one enterprise and improve the efficiency of wastewater treatment for at least 613 637 inhabitants.
The selection of project applications and monitoring of implementation will be carried out by the Central Finance and Contracting Agency. The project must be implemented by the end of 2029.
