SJSC "Latvijas dzelzceļš" announces procurement for the modernization of 9 stations/stops on the Rīga–Lugaži–State Border Line

SJSC “Latvijas dzelzceļš” invites applicants to submit proposals for the open tender “Modernisation of railway passenger infrastructure on the Riga – Lugaži – state border line: construction (design and construction works).”

The aim of the procurement is to build and modernize 9 railway stations along the Riga – Lugaži – state border line: Inčukalns, Egļupe, Sigulda, Līgatne, Ieriķi, Lode, Valmiera, Strenči, and Valka, as well as related infrastructure – elevated platforms, track infrastructure, passenger and pedestrian facilities, lighting – in order to ensure the accessibility of railway transport services for passengers, including people with reduced mobility. It also aims to promote an increase in railway passenger numbers by developing rail as a central element of the public transport system in Latvia.

The procurement has been announced within the framework of the project “Modernisation of Railway Passenger Infrastructure”, which is funded by the European Union Cohesion Policy Program for 2021–2027. As part of the project, additional procurements for the modernization and construction supervision of railway stations included in the project will be announced in the first half of 2025.

The project is being implemented under Stage IV of the SJSC “Latvijas dzelzceļš” station/stop point modernization program.

SJSC “Latvijas dzelzceļš” is carrying out a station/stop point modernization program, within which by 2029, permanent elevated platforms will be built in at least 97 stations or stop points, representing 70% of the locations where passenger service is provided. The program is being implemented in several stages:

Stage I – By 2019, elevated platforms were constructed at 27 stations/stop points in the directions of Jūrmala, Jelgava, and Krustpils. The works were carried out under several projects funded by the European Union funds and VAS “Latvijas dzelzceļš.”

 Stage II – By 2026, elevated platforms and related infrastructure will be constructed at at least 45 stations/stop points in the directions of Jelgava, Skulte, Ogre, Tukums, Jūrmala, and Bolderāja. The works are being implemented within the framework of Phase 2 of the project “Modernisation of Railway Passenger Infrastructure”, with a total budget of EUR 52.9 million, financed by the European Union funds from the 2014–2020 planning period (EUR 20.7 million), the 2021–2027 planning period (EUR 30.9 million), and SJSC “Latvijas dzelzceļš” own funding (EUR 1.2 million).

Stage III – By the end of 2025, temporary elevated platforms will be constructed at 17 stations/stop points in the directions of Jelgava, Skulte, Ogre, Tukums, Jūrmala, Lugaži, and Bolderāja. The works are being implemented within the “Construction of Temporary Elevated Platforms” project, with a budget of at least EUR 1 million financed by SJSC “Latvijas dzelzceļš.” These temporary platforms are being built at stations/stop points where permanent elevated platforms will be constructed in later stages of the program.

Stage IV – By 2029, elevated platforms and adjacent infrastructure will be constructed at up to 25 stations/stop points in the directions of Liepāja, Lugaži, Jūrmala, Tukums, Aizkraukle, Rēzekne, and Daugavpils. The works will be implemented within the framework of several projects financed by the European Union funds for the 2021–2027 planning period.
