GENERAL PROJECT INFORMATION
The investment aims to promote the replacement of old biomass, coal and peat heating installations in cities to reduce their negative impact on air quality and human health. At the same time, the investment will also help citizens to improve the efficiency of their heating systems.
Residential and apartment owners in urban areas are invited to apply for support for the installation of heat pumps and pellet boilers, as well as for the connection to efficient district heating systems in urban households using woody biomass, coal or peat energy sources for heating.
The project also allows for the complete renovation, complete rebuilding or construction of a heating system with heating elements, the purchase and installation of a solar panel system (with grid connection), and the increase of the grid connection capacity.
As a result of the measure, 2 795 inhabitants are expected to benefit from the air quality measures, as well as a reduction of PM2.5 emissions of at least 50 t/year.
The deadline for the achievement of the outcome indicators of the measure is 31 December 2027.

Under the Call for Actions 1-4, 467 projects have been contracted for implementation for an ERDF amount of €4.46 million (of which 339 projects have been completed for an ERDF amount of €3.06 million), the number of citizens benefiting from air quality measures is expected to reach 1 760 and the reduction of fine particulate matter PM2.5 emissions to 15.2 t/year is expected.
The fifth call for proposals runs from 01.08.2025 - 16.09.2025. (905 project applications have been received with a total requested ERDF funding of EUR 8.76 million). Project appraisal is expected to be completed by the end of 2025, while project implementation is expected by the end of 2027. At present, no additional calls are planned and it is indicatively expected that the indicators of measure 2.2.3.6 will be achieved - a population benefiting from air quality measures of 2 795 and a reduction of fine particulate matter PM2.5 emissions of 50 t/year.
