Mid-term review of the 2021–2027 Electronic Communications Plan

On 3 February, the government reviewed the Ministry of Transport (MoT) mid-term evaluation of the Electronic Communications Development Plan 2021–2027. According to the report, most planned measures are either partially implemented or in progress, and their rollout will continue throughout the plan period.

The plan aims to support the transition to high-performance electronic communications networks capable of providing end users with internet speeds of at least 100 Mbit/s in both urban and rural areas. Nationwide access to quality communications is key for regional development and strengthening the country’s competitiveness.

One focus of the plan is developing broadband “last-mile” infrastructure to connect households, businesses, schools, medical facilities, and other public buildings to high-performance networks. By 30 June this year, access is expected for 6,200 locations, with 1582 already connected as of 31 January 2026. This project is funded with €16.2 million from the EU Recovery Fund.

In addition, €15.5 million from the EU Connecting Europe Facility is allocated for the 5G Northern Europe Transport Corridors project, which will equip Rail Baltica and VIA Baltica with active infrastructure.

The plan will also include a new measure to improve electronic communications networks. By the end of this year, the MoT, together with the Public Utilities Commission and industry associations, will explore ways to optimize use of frequencies use to improve mobile coverage.

The evaluation notes that overall investment in the electronic communications sector remains insufficient, with an estimated additional €994 million needed.
