EU Internal Security Fund boosts support for child crime victims

Within the framework of the Internal Security Fund project No. VP/IDF/2024/1, “Promoting support for victims of crime – especially protected victims (particularly children) within the criminal proceedings,” the equipping of interrogation rooms for minors and especially protected persons with technical means for audio and video recording is planned.

In State Police stations where it is not possible to establish such specialized interrogation rooms, the purchase of mobile audio and video recording equipment is planned. Concurrently, the project will involve the development of methodological materials for interrogations, and training will be provided to State Police officers.

To achieve the project’s objectives, the procurement of furniture and inventory for the standardized furnishing of specialized interrogation rooms within the State Police has already commenced. Furthermore, regarding the re-announced tender by the cooperation partner – the Information Centre of the Ministry of the Interior – for the purchase and installation of technical equipment for these rooms, an opinion from the Constitution Protection Bureau is currently awaited in accordance with Cabinet Regulation No. 397 of June 25, 2025, “Minimum Cybersecurity Requirements.” Additionally, the development of methodological materials for investigators working with minor victims and witnesses in criminal proceedings is nearing completion and is currently being coordinated with the Prosecutor General’s Office.

In December of this year, additional funding of 370,000 EUR was allocated to achieve the project's goals. This funding is designated for the renovation of specialized interrogation rooms for minors in six State Police stations, including the installation of sound insulation and air conditioning where necessary. To ensure these renovations, the State Police has involved an additional cooperation partner – the Provision State Agency. Given the volume of work, the project implementation period has been extended until December 31, 2026.

The project is implemented under the Internal Security Fund 2021–2027 period, with the Ministry of the Interior as the Managing Authority in Latvia.
