EU funding bolsters digital cooperation between Latvian interior services

With the financial support of the European Union, a comprehensive set of documentation has been developed for the advancement of interoperability solutions in the fields of border guarding, police, asylum, and migration.

On June 1, 2024, the Information Centre of the Ministry of the Interior, in cooperation with the State Police, the State Border Guard, and the Office of Citizenship and Migration Affairs, launched Project No. IC/RPVP/2024/6, “Development of Interoperability Architecture and Requirements.”

Within the framework of the project, documentation has been developed for the implementation of interoperability between the information systems specified in Regulations (EU) 2019/817 and (EU) 2019/818. This aims to integrate into the common European Union interoperability framework for borders and visas, as well as for police and judicial cooperation, asylum, and migration. A comprehensive study was conducted on the common architecture, functionality, supported business processes, and constraints of the information systems managed by the Information Centre of the Ministry of the Interior, the State Police, the State Border Guard, and the Office of Citizenship and Migration Affairs. The final deliverable of the project is a newly developed Interoperability IS Concept, which includes the logical, technical, and data architecture of the interoperability solution, a list of functionalities, as well as a product roadmap and implementation plan.

Based on this concept, interoperability framework functionality will be established in the coming years, ensuring the integration of Latvian institutions into the common EU interoperability framework for police and judicial cooperation, asylum, and migration, while fulfilling the requirements of the interoperability regulations.

The project was implemented within the Financial Support Instrument for Border Management and Visa Policy for the 2021–2027 period, with the Ministry of the Interior acting as the Managing Authority in Latvia.

The total cost of the project is 282,228 EUR (EU fund financing: 211,671 EUR; state budget financing: 70,557 EUR).

The project was concluded on December 31, 2025.
