Seven border-region municipalities, with the support of European Union (EU) funds and co-financing from local governments, will be able to invest more than EUR 5.3 million in the modernisation of schools, enabling the creation of a comfortable and modern learning environment. This is stipulated by the regulations approved by the government on Tuesday, 16 December.
The total planned and available funding amounts to EUR 5,314,400, consisting of ERDF funding of EUR 4,517,240 and co-financing from municipal budgets of EUR 797,160. The funding available to municipalities has been calculated proportionally to the number of students as of 1 September 2025.
Investments are intended for educational institutions that meet the conditions for the optimisation of the school network, including those in municipalities that have not yet fully completed the reorganisation of their education institution networks. Schools must be located in the designated border parishes, excluding administrative centres.
It is planned that, by making investments in school infrastructure by 30 September 2029, at least seven schools will be modernised.
The following EU funding for the modernisation of school infrastructure is available to Alūksne Municipality and six municipalities in Latgale:
Alūksne Municipality – EUR 487,862;
Augšdaugava Municipality – EUR 772,448;
Balvi Municipality – EUR 668,552;
Krāslava Municipality – EUR 564,655;
Ludza Municipality – EUR 655,000;
Preiļi Municipality – EUR 551,103;
Rēzekne Municipality – EUR 817,620.
The objective of the investment is to ensure access to quality education in border regions by reconstructing or renovating educational institution buildings, creating or renovating dormitory infrastructure, upgrading sports infrastructure, establishing or renovating STEM and other classrooms, introducing information and communication technology solutions, and creating an ergonomic learning environment.
The investments create synergy with other EU fund measures, including REACT-EU, Recovery and Resilience Facility investments, state budget loans to municipalities, as well as state budget funding for municipalities.
The draft regulations “Implementation rules for the third call for project applications under Measure 4.2.1.5 ‘Provision of educational institutions for the high-quality implementation of the improved general education curriculum at the basic and secondary education levels’ of Specific Objective 4.2.1 ‘Improve equal access to inclusive and quality services in education, training and lifelong learning by developing accessible infrastructure, including by promoting resilience in education and training in remote and online modes’ of the European Union Cohesion Policy Programme 2021–2027” are available on the Public Portal of Draft Legal Acts.
