State Aid Programmes – A Valuable Tool Also for a State-Owned Enterprise

SJSC Latvijas Pasts is one of the largest providers of postal, logistics, and e-commerce delivery services in Latvia. In recent years, the company has strategically strengthened its position in the parcel locker segment and expanded its role in international logistics flows while continuing to fulfil its responsibilities as the national postal operator. In 2025, the company's turnover reached EUR 82.7 million, and customers across Latvia had access to more than 1,000 service points. Although Latvijas Pasts is a state-owned joint-stock company, it actively makes use of government business support instruments to foster its development, just like any other commercial enterprise.

The company's first cooperation with the Investment and Development Agency of Latvia (LIAA) began through the implementation of a digitalisation project involving the acquisition of a data storage system and software. The project was carried out between December 2023 and February 2024. The investment became necessary due to the continuously growing volume of automated parcel processing. During the sorting process, several images are generated for each shipment, resulting in a rapid increase in data volumes and creating the need for a more powerful data storage infrastructure.

The project significantly improved data management, accelerated data processing, reduced the load on data transmission lines, and substantially enhanced system security and backup capabilities. “Both the application process and the subsequent communication were clear, straightforward, and supportive,” says Ģirts Rudzītis, Chairman of the Management Board of Latvijas Pasts, describing the company's cooperation with LIAA.

This positive experience encouraged the company to take advantage of additional LIAA support instruments. Following the successful completion of the first project, Latvijas Pasts implemented two more digitalisation projects: the introduction of self-service kiosks and an artificial intelligence chatbot solution. The company is currently also participating in LIAA's Export Support Programme, designed for large enterprises, including state-owned companies. The programme provides financial support for participation in national business missions and other export promotion activities.

The experience of Latvijas Pasts demonstrates that government support instruments can play a significant role in the modernisation of large enterprises by enabling faster implementation of technological solutions and strengthening competitiveness.

“Digitalisation is a continuous process within our company. We are constantly looking for opportunities to improve parcel processing, sorting, routing, and digital services. Therefore, we intend to continue making use of the support programmes available to us in the future,” says Mr Rudzītis.
