GENERAL PROJECT INFORMATION

The aim of the Round 1 projects is to increase the availability of community-based social services (group homes, specialised workshops, and day care centres), including the development of infrastructure and the provision of community-based social services to the target groups — persons with mental disabilities, children with functional disabilities, and elderly persons, including those with dementia.

It is planned that within these projects, at least 346 new community-based social service facilities will be created, providing services to at least 346 individuals from the target groups.

The projects are being implemented by both municipal and private social service providers. Project implementation is planned until 31 December 2029.

PROJECT PROGRESS INFORMATION

Under the first call of Round 1, 10 projects are being implemented, with implementation having started at the end of 2024. At present, the projects are in the active infrastructure development phase (designing and construction), which must be completed by the end of 2027, after which the provision of services to the target groups in the newly established facilities will begin sequentially.

Under the second call of Round 1, 8 projects will be implemented. Implementation has already started or will soon start in three projects that have signed their implementation contracts. The remaining projects are in the contract signing phase or are carrying out technical adjustments prior to contract conclusion. The infrastructure development phase (designing and construction) must also be completed by the end of 2027, to enable the subsequent launch of service provision for the target groups.

A third project call is planned to be announced in early 2026, which is expected to support the implementation of an additional 4 to 6 projects.

GENERAL PROJECT INFORMATION

The aim of the Round 2 projects is to increase the availability of community-based social services (group homes, specialised workshops, day care centres) and to provide these services to target group members — persons with mental disabilities, children with functional disabilities, and elderly persons, including those with dementia.

Within these projects, services can be provided using the existing infrastructure of the social service provider, which has been expanded or is currently underutilised, or by increasing the number of target group members receiving services who previously did not have access to them. It is planned that at least 237 individuals from the target groups will receive services within these projects.

The projects are being implemented by both municipal and private social service providers. The duration of project implementation is planned for 30 months, including 24 months of service provision, but not beyond 31 December 2029.

PROJECT PROGRESS INFORMATION

A total of 11 projects are being implemented under Round 2, with implementation starting in May and June 2025. Currently, the projects are in the phase of assessing the individual needs of target group members and developing or updating individual support plans. In some projects, service provision to target group members has already started.

In two additional project applications, the fulfilment of conditions set during the evaluation process is still ongoing. If these applications are approved, a total of 13 projects will be implemented under Round 2.

Measure No. 4.3.5.1. – Round 3 (within the third round, 2 projects will be implemented)

GENERAL PROJECT INFORMATION

The aim of the Round 3 projects is to provide community-based social services (group homes and day care centres) to target group members — adults with very severe mental and multiple disabilities who have been assigned Group I disability or care level three or four, as well as children aged 16 to 17 (inclusive) who have been granted disability status and have a State Medical Commission for the Assessment of Health Condition and Working Ability (VDEĀVK) opinion on the need for special care due to severe functional impairments, or for whom a palliative care need has been determined by a medical council decision.

The services will be provided within the infrastructure created under the Measure 4.3.1.5 “Development and Improvement of Community-Based Social Service Infrastructure” in Liepāja and Rīga. It is planned that within these projects, services will be provided to at least 54 individuals from the target group.

The projects will be implemented by Liepāja and Rīga municipalities or by social service providers established or engaged by them. Implementation will begin immediately after the completion of the projects under Measure 4.3.1.5. The project duration is planned for 30 months, including 24 months of service provision, but not beyond 31 December 2029.

PROJECT PROGRESS INFORMATION

The project call for Round 3 is planned to be announced in early 2027, as the infrastructure development under Measure 4.3.1.5 approaches completion. The latest possible start date for service provision within the projects is 1 January 2028.

GENERAL PROJECT INFORMATION

The aim of the Round 4 projects is to provide community-based social services — social rehabilitation services and respite care — to target group members (adults with mental disabilities, children with functional disabilities, and their parents, guardians, foster families, or informal caregivers). Services can be provided using the existing infrastructure of social service providers. It is planned that within these projects, at least 1,813 individuals from the target groups will receive services.

The projects will be implemented by both municipal and private social service providers, with the majority of implementers coming from the non-governmental sector. The project duration is planned for 30 months, including 24 months of service provision, but not beyond 31 December 2029. Additional project calls are planned in 2026 and 2027.

PROJECT PROGRESS INFORMATION

Under the first call of Round 4, 22 projects will be implemented. Seven projects have already signed implementation contracts and have begun preparations for the planned activities. Eleven project applications are in the contract signing phase or are carrying out technical adjustments before contract conclusion. Four project applications are still in the process of fulfilling conditions set during the evaluation stage.

GENERAL PROJECT INFORMATION

The aim of the Round 5 projects is to increase the availability of community-based social services (group homes, specialised workshops, and day care centres), including the development of infrastructure and the provision of community-based social services to target group members — persons with mental disabilities, children with functional disabilities, and elderly persons, including those with dementia.

It is planned that within these projects, at least 83 new community-based social service facilities will be created, providing services to at least 83 individuals from the target groups.

The projects are being implemented by municipalities or social service providers established by them. Project implementation is planned until 31 December 2029.

PROJECT PROGRESS INFORMATION

Under Round 5, 7 projects will be implemented, with implementation having started in September 2025, except for one project that has not yet signed the implementation contract. At present, the projects are preparing for the infrastructure development phase (design and construction), which must be completed by the end of 2027, after which the sequential provision of services to target group members will begin in the newly established service infrastructure.
