Safety that Safeguards Our Nature: A New Chapter for Latvia’s Disaster Management!

Every day, our rescuers risk their lives to protect us. Yet, for years, their daily work environment has been a relic of the past: energy-intensive depots that are difficult to heat in winter and require disproportionate state budget resources to maintain. With the support of the EU Recovery and Resilience Facility, we are closing this chapter. We are not merely repairing the old; we are creating a fundamentally new infrastructure—disaster management centres that will serve as the foundation for a safer Latvia of tomorrow!

With the support of the EU Recovery and Resilience Facility, Latvia is implementing an ambitious transition toward a new, modern, and sustainable disaster management system.

New Homes for Our Heroes!

With an investment of 36.6 million euros from the EU Recovery and Resilience Facility, we are building 9 new disaster management centres across Latvia. These are architectural benchmarks serving two primary goals: maximum operational efficiency and minimum environmental impact. These centres, funded by the EU Recovery and Resilience Facility, will be located in Liepāja, Alsunga, Daugavpils, Madona, Līvāni, Salacgrīva, Alūksne, Talsi, and Viļāni! As "nearly zero-energy buildings," they ensure minimal heat loss and a sustainable approach to the environment. To make way for the new, we are dismantling old, environmentally degrading buildings, thereby revitalising the Latvian landscape and significantly reducing overall atmospheric emissions.

One Roof – Faster Response!

In a crisis, every second is decisive. In most of the new disaster management centres, rescue services will work side-by-side. Such close cooperation under one roof means:

  • faster response times – aid will reach citizens more promptly!

  • better working conditions – our rescuers deserve an environment that inspires them, rather than hinders them! Modern working conditions and a safe environment will help us attract new talent and retain experienced specialists. A rested and satisfied rescuer means a safer society!

Protecting Latvia’s Forests and Nature!

Climate change brings new challenges, such as heatwaves and wildfires. Thanks to this reform of the disaster management system, our goal is to reduce the area of burnt forest by one-third. Fewer fires mean more preserved nature, protected wildlife, and cleaner air for everyone!

Investing in the Future!

This project, implemented by the State Provision Agency, is a promise to society. With the help of the EU Recovery and Resilience Facility, we are building a system where human safety and environmental protection are integrated as one. We are creating a space where courage meets the latest technology and sustainable thinking.

PROJECT PROGRESS UPDATE

Within the framework of the project, 7 disaster management centres have already been constructed in the following locations in Latvia:

  • Daugavpils: Commissioned on 30.01.2024; handed over to the Client on 07.02.2025.

  • Līvāni: Commissioned on 12.03.2025; handed over to the Client on 27.03.2025.

  • Madona: Commissioned on 04.04.2025; handed over to the Client on 14.04.2025.

  • Viļāni: Commissioned on 08.10.2025; handed over to the Client on 21.10.2025.

  • Liepāja: Commissioned on 03.10.2025; handed over to the Client on 23.10.2025.

  • Salacgrīva: Commissioned on 08.10.2025; handed over to the Client on 06.11.2025.

  • Alsunga: Commissioned on 28.10.2025; handed over to the Client on 11.11.2025.

In Alūksne and Talsi, general construction and landscaping works have been completed. Internal finishing (painting, tiling, flooring, etc.), equipment installation, integration, and testing are currently underway.
