With the Recovery and Resilience Facility backing, state federated cloud services advanced

Within the framework of the European Union Recovery and Resilience Facility project “Development of Cloud Computing Services of the Information Centre of the Ministry of the Interior within the State Federated Cloud,” all planned activities have been successfully implemented. As a result, the ICT and data center infrastructure of the Ministry of the Interior has been upgraded and expanded, and infrastructure-level services within the state data processing cloud have been advanced. Throughout the course of the project, a modern, secure, and highly available information technology environment has been ensured for the needs of public administration, successfully achieving the project's objectives and planned performance indicators.

Results Achieved

During the project's implementation, the modernization and improvement of the information and communication technology infrastructure of the Ministry of the Interior was carried out:

  • The data center infrastructure was expanded and modernized, enhancing its performance and availability;

  • Modern ICT equipment was acquired and deployed to foster the development of the state data processing cloud infrastructure;

  • Interoperability between data centers and cloud computing services was ensured in accordance with the state federated cloud development plan.

The project has facilitated a transition toward a centralized and shared IT infrastructure, enabling more efficient resource utilization, improving system security, and ensuring the stable availability of digital services for citizens and public institutions alike. Within the scope of the Ministry of the Interior's sector, five information systems and platforms were successfully put into operational use in the cloud infrastructure during the project lifespan.

The completed activities have significantly strengthened the resilience and business continuity of state information systems. The modernized infrastructure ensures:

  • More secure and reliable data processing and storage;

  • Higher availability and performance of information systems;

  • More efficient resource utilization and simplified infrastructure management;

  • Opportunities for further digital transformation development across public administration.

The project represents a vital contribution to Latvia's digital transformation processes and the development of the state federated cloud, fostering a unified, secure, and flexible ICT environment tailored to the needs of the public sector.

As a result of the project, the established targets have been met, creating a robust technological base for the ongoing development of state information systems. With the financial support of the European Union, vital investments have been successfully realized, which will promote the long-term, stable availability of digital services for Latvian society.

The project “Development of Cloud Computing Services of the Information Centre of the Ministry of the Interior within the State Federated Cloud” is implemented with the support of the European Union Recovery and Resilience Facility. The specified eligible costs of the project amount to up to EUR 3,007,200, consisting of European Union Recovery and Resilience Facility financing of EUR 2,520,000 and state budget co-financing to cover value-added tax (VAT) costs up to EUR 487,200.

The European Union Recovery and Resilience Facility is a centrally managed budget program of the European Commission, established in addition to the EU multiannual budget for the 2021–2027 planning period. The aim of the program is to support reforms and investments linked to the green and digital transition, as well as to mitigate the social and economic impact of the crisis.
