The aim of the EU-cofunded project "Improvement of the Mobility of the State Border Guard" is to strengthen the presence of the State Border Guard on the Latvian–Belarusian border. It ensures a fast, flexible, and effective response by officers to security threats and attempted irregular migration while simultaneously reinforcing the security of the European Union's external border.
Within the framework of the project, the technical and mobility capabilities of the State Border Guard have been significantly enhanced. New vehicles, tractors, quad bikes, snowmobiles, a boat for monitoring the Daugava border river, mobile video surveillance systems meeting modern technical requirements, specialized transport, and operational equipment have been purchased. Prior to the project's implementation, the majority of State Border Guard vehicles had been in service for more than ten years. Machinery frequently required repairs, maintenance costs were rising, and response capabilities in certain border sections were limited. Aging equipment hindered mobility and effective border surveillance, particularly along the "green border."
Through the implementation of the project, the fleet has been renewed with new vehicles, specialized machinery, and modernized equipment. Vehicle operating costs have been optimized, mobility has increased, and response capabilities have significantly improved across the entire 173-kilometer section of the Latvian–Belarusian border. The Border Guard is now able to respond more promptly, monitor the border more effectively, and maintain a continuous presence in strategically critical areas. Each serving dog handler received a specialized, equipped service vehicle. These allow for the safe transport of service dogs from their permanent kennels to duty locations and enable their prompt deployment in border control measures related to searches for irregular migrants, training, and support operations—thereby reinforcing response capabilities and safeguarding the inviolability of the state border.
The project activities have delivered more mobile, flexible, and technologically advanced border management. This enables faster detection and prevention of unauthorized border crossing attempts, more effective countermeasures against cross-border crime, and long-term reinforcement of national security. We can respond faster, work more efficiently, and be where we are needed most.
Thanks to the project, the State Border Guard modernized its fleet with advanced vehicles featuring active and passive safety systems—such as emergency braking, lane assist technologies, and blind-spot sensors. These features substantially improve working conditions for officers, ensuring modern, flexible, and sustainable border control.
The project contributes to the implementation of the EU security strategy against irregular immigration and smuggling while protecting fundamental rights and European values. The project is implemented under the Instrument for Financial Support for Border Management and Visa Policy for the 2021–2027 period.
