Latvia Urges EU Action to Boost Farmers’ Competitiveness and Ensure Affordable Fertiliser Availability

On Tuesday, 26 May, in Brussels, Belgium, the EU Agriculture and Fisheries Council held an exchange of views on current developments in EU external trade and the availability of fertilisers.

In the discussion on external trade, Latvia underlined that, in the current geopolitical and economic context, the EU must continue to strengthen the competitiveness of its farmers and food producers, while ensuring the security and resilience of supply chains. Latvia stressed the need to address persistent differences between production standards in the EU and those in third countries, particularly where imports may create unequal competitive conditions for EU producers.

Latvia also emphasised the importance of maintaining a consistent approach to reducing trade relations with Russia and Belarus. The forthcoming EU proposal on increased tariffs should also cover mineral fertilisers not currently subject to higher EU import duties, as well as fish and fishery products.

Ministers also discussed the situation on the fertiliser market. Rising prices of mineral fertilisers, together with supply risks, continue to significantly affect production costs for EU farmers. Latvia highlighted that food production and security are a key element of national sovereignty. Geopolitical instability, rising energy costs, and disruptions in global supply chains place additional pressure on the agricultural sector. Targeted and timely EU action is therefore needed to improve the short-term availability and affordability of fertilisers and to alleviate cost pressures on farmers.

For the resilience of the agricultural sector and food systems, it is essential to ensure stable availability and predictable pricing of mineral fertilisers, reduce dependence on third-country markets, promote the circular economy, and support innovative solutions, including precision farming technologies and efficient nutrient management practices.
