From advanced technologies to unified methodology! EU support for enhancing Baltic police cooperation

Since November 1, 2024, the State Police of Latvia has been implementing the project VP/IDF/2024/6 "Empowering the Law Enforcement of the Baltic Sea Region to Tackle the New Cross-Border Threats." Throughout 2025, several key activities were carried out under this project with the active participation of State Police personnel:

  • May 28–29, 2025 (Vilnius Region, Lithuania): State Police representatives attended the project’s opening meeting. Discussions focused on project objectives, the implementation status of the Regional Operational Law Enforcement Cooperation (ROLEC) in each country, and other strategic matters.

  • July 25, 2025: As part of the project, the unmanned aerial vehicle (UAV) set No. 2 “Toode” was acquired. This technology enhances the operational capacity of law enforcement to identify, prevent, and investigate cross-border crime and respond more effectively to security threats in the Baltic Sea region. The use of UAVs optimizes police operations, increases public safety, and promotes efficient crime prevention.

  • August 27–28, 2025 (Lithuania): Dr. Živilė Simonaitytė-Vasiliauskienė led a training session for State Police staff on developing a methodology for assessing institutional/departmental capacity. The session emphasized balancing human resources with the volume and specific nature of assigned tasks.

  • October 6–7, 2025 (Latvia): A meeting was held between experts from the Lithuanian Police Department, the Estonian Police and Border Guard Board, and the Latvian State Police. The focus was on updating cross-border cooperation agreements and developing LT–LV–EE regional police cooperation plans.

  • October 9–10, 2025 (Lithuania): A working group seminar took place to develop a unified methodology for evaluating departmental capacity. Building on knowledge from previous training, the resulting methodology is universal and adaptable to the needs of specific units.

  • November 13–14, 2025 (Latvia): A working group met to draft guidelines for strengthening cooperation between law enforcement agencies in border regions. These include recommendations for more successful and efficient information exchange among personnel working at the borders.

  • November 26–27, 2025 (Lithuania): A working group session focused on creating unified guidelines for training programs for officials employed at Single Points of Contact (SPOC), in accordance with the Information Exchange Directive (EU 2023/977).

These activities were conducted during the implementation of project No. VP/IDF/2024/6 "Empowering the Law Enforcement of the Baltic Sea Region to Tackle the New Cross-Border Threats." The project is implemented within the framework of the Internal Security Fund 2021–2027 planning period, for which the Ministry of the Interior is the managing authority in Latvia.
