In an effort to purposefully develop national capabilities, readiness, and knowledge regarding critical evacuation scenarios, the implementation of a joint Latvian-Lithuanian civil protection project began last year: “MassMovement: From Strategy to Safety — A Joint Latvian-Lithuanian Project for Mass Evacuation Readiness and Community Resilience” (Project No. LL-00310).
This initiative represents a vital step in strengthening regional security. Within the framework of the ongoing project, various planning and preparatory activities are currently being undertaken to establish effective algorithms and a resource base necessary for the successful achievement of the project's objectives.
Today, on February 18, an important meeting was held with representatives of the "Interreg VI-A Latvia – Lithuania Programme" and the strategic partner — the Lithuanian Fire and Rescue Service (Valstybinė priešgaisrinė gelbėjimo tarnyba). During the meeting, the parties reviewed the progress made so far and discussed in detail the activities planned for 2026, which are focused on synchronizing cooperation between emergency services.
Why is this project critically important?
"MassMovement" is not merely a theoretical plan — it is a practical response to contemporary geopolitical and civil challenges. The project will ensure that emergency services on both sides of the border "speak the same language," utilize compatible equipment, and have a clear action plan for cases requiring the rapid movement of thousands of people. This cross-border cooperation is the foundation for ensuring that every resident, regardless of their location in the border region, feels protected and knows that the state can respond professionally and in a coordinated manner.
Large-scale investments in civil protection and societal resilience are only possible thanks to close international partnerships and targeted support from the European Union. Funding from the Interreg programme serves as a guarantee of security, allowing Latvia and Lithuania to jointly build a modern, forward-looking crisis management system that significantly enhances the quality of life and the sense of security throughout the region.
