GENERAL PROJECT INFORMATION
The objective of the investment is to develop innovative, high value-added products and to promote their export; to increase research and development expenditure in the business sector; to foster cooperation between the business and research sectors; and to encourage the involvement of Latvian companies in international networking platforms and international research and development projects through targeted public investment.
TARGET AUDIENCE
Micro, small, medium-sized and large enterprises, as well as research and knowledge dissemination organisations.
Support is available in the form of grants of up to EUR 5,957,956 per competence centre. For each cooperation partner, support may not exceed 25% of the approved funding allocated to the funding recipient.
PROJECT PROGRESS INFORMATION
As of 16 January 2026, support has been granted to 8 competence centres and 139 research projects amounting to EUR 39.5 million, leveraging private investments of EUR 27.6 million.

ELIGIBLE ACTIVITIES WITHIN THE INVESTMENT
Within the scope of the investment, the following activities are eligible for support:
activities carried out by cooperation partners within research projects to develop new or significantly improve existing products, services, and technologies in smart specialisation areas, including:
implementation of industrial research;
implementation of experimental development;
implementation of technical and economic feasibility studies with a total value exceeding EUR 250,000;
coordination of research projects organised by the funding recipient, including fostering cooperation, sharing information and knowledge, and covering project management costs.
PROGRAMME TARGET
Investments are to be implemented by 31 December 2027. The target to be achieved within the programme is the approval of commitments of at least EUR 42,876,411 from the total funding by 30 June 2025.
