Innovation for public safety - Latvia introduces cell broadcast with EU support

A significant step has been taken to implement the most modern element of the early warning system in Latvia: Cell Broadcast. The development of the LV-ALERT Cell Broadcast product has been completed, and its integration into mobile network operators' infrastructure has concluded.

Work on the full implementation of the system will continue, because for residents to receive Cell Broadcast notifications, every mobile phone user needs to update their device's software. This is already gradually happening, for example, by performing the latest iOS update.

The next important step in the full implementation of Cell Broadcast is expected in November, when a nationwide Cell Broadcast test will take place simultaneously with the alarm siren check.

What is Cell Broadcast?

Cell Broadcast is not an SMS message; it's a special notification on mobile phones that will appear on their screens along with a sound signal and vibration. Cell Broadcast is currently the fastest and most modern way to simultaneously and targetedly notify people in a threatened area about a possible or existing danger and the necessary actions. The notification will be sent to all active phones within the reception area of a specific mobile network tower, provided their manufacturer's built-in functionality allows them to receive such notifications.

Do I need to do anything to receive Cell Broadcast notifications?

Cell Broadcast notifications do not require registration and are free of charge. However, to receive them, it's important in the coming months not to ignore or postpone mobile phone software updates, but to perform them.

It's important to be aware that Cell Broadcast is one of the state's early warning elements, and, evaluating the specific situation, Cell Broadcast, the activation of alarm sirens, a notification in the “112 Latvija” app, a notification in public media, and other methods or a combination thereof may be used to inform residents.

Gratitude to the European Union

The implementation of Cell Broadcast took place within the framework of the European Regional Development Fund (ERDF) project “Implementation of Public Warning System ABS+”, managed by the Information Centre of the Ministry of Interior. The total funding for this project reached EUR 3,433,446, of which EUR 2,918,429 was European Regional Development Fund financing, while the state budget co-financing was EUR 515,017.

This investment is a significant step to provide the residents of Latvia with a more modern and effective security system, capable of timely warning about potential threats and saving lives.
