GENERAL PROJECT INFORMATION
The objective of the investment is to carry out investments to improve energy efficiency and support the transition to renewable energy sources in public sector buildings where cultural or state-delegated functions are provided, including historic buildings, in order to achieve a reduction in total primary energy consumption, promote the use of renewable energy sources in energy production, and reduce greenhouse gas emissions.
Target group
Within the scope of the investment, the beneficiary may be a central government institution or a private-law legal entity that manages and operates state-owned real estate or a building (or group of buildings) in which a cultural function is provided or state-delegated functions are carried out.
PROJECT PROGRESS INFORMATION
The investment is planned to be implemented by 30 June 2026. A total of 11 projects are being implemented, of which construction works are carried out in 8 projects.
The overall target to be achieved by 30 June 2026 under this investment is a reduction in total primary energy consumption in public buildings with improved energy efficiency of at least 3,875 MWh per year as a result of project implementation.

1. Improving Energy Efficiency in the Building of the National School of Arts (MIKC “National School of Arts”) (Project No. 1.2.1.4.i.0/1/23/I/CFLA/001)
Project objective:
To ensure energy efficiency in the buildings of the National School of Arts at Meža Street 15 and Slokas Street 52a in Riga, achieving a 30% reduction in primary energy consumption and a reduction in greenhouse gas emissions.

2. Improving Energy Efficiency at Amatu Street 6, Riga – the Great Guild
(Project No. 1.2.1.4.i.0/1/23/I/CFLA/002)
Project objective:
To preserve and develop a significant cultural heritage site – the Great Guild, a state-protected architectural monument – by creating infrastructure suitable for the needs of the Latvian National Symphony Orchestra. During reconstruction and restoration, it is planned to fully preserve the building’s authenticity, respecting the use of original materials, technologies, and historical construction methods.

To invest in the infrastructure of the National Library of Latvia building and its territory at Mūkusalas Street 5, Riga, in order to achieve at least a 30% reduction in primary energy consumption in the building.

4. Improving Energy Efficiency at the National Library of Latvia Repository in “Raksti”, Ropaži Municipality
(Project No. 1.2.1.4.i.0/1/23/I/CFLA/004)
Project objective:
To invest in improving energy efficiency at the National Library of Latvia repository in Silakrogs “Raksti”, Ropaži Municipality, achieving at least a 35% reduction in primary energy consumption.

8. Acquisition and Installation of Renewable Energy Technology for Electricity Generation in Public Sector Buildings
(Project No. 1.2.1.4.i.0/1/25/I/CFLA/011)
Project objective:
To carry out investments to improve energy efficiency and support the transition to renewable energy sources in public sector buildings where cultural or state-delegated functions are provided, achieving a total reduction in primary energy consumption of 1,840 MWh per year, promoting the use of renewable energy sources in energy production, and reducing greenhouse gas emissions.
The planned reduction in total primary energy consumption will be achieved at the following project addresses: Meirānu Street 2, Riga; Pulka Street 8, Riga; Lāčplēša Street 4, Valmiera; Skandu Street 14, Riga; Talejas Street 1, Riga; and Čiekurkalna 1st Line 1, Riga.
