Work continues on the implementation of a large-scale EU co-funded project for the establishment of a criminal intelligence support system

The State Police, in cooperation with the Digital Center of the Ministry of the Interior and the State Provision Agency, continues its active work on implementing a unified criminal intelligence support information system. This initiative is being carried out under Project No. VP/IDF/2023/7, "Improvement of the Unified Criminal Intelligence System," which was launched at the end of 2023 within the framework of the EU Internal Security Fund for the 2021–2027 programming period.

The objective of this project is to strengthen information exchange, cross-border cooperation, and crime prevention and combatting by developing and improving the national criminal intelligence (NKIM) information system, its infrastructure, and its analytical tools. The criminal intelligence support information system is expected to significantly reduce manual labor and its related processes, while streamlining information exchange, data processing, as well as the recording, record-keeping, and analysis of information provided for under the Law on Investigative Actions.

During this period, work has also continued on refining and harmonizing the system development requirements in order to improve both the criminal intelligence system itself and its infrastructure. National-level experts have been actively involved in this process to regularly discuss data exchange solutions, practical application possibilities, and functional requirements, ensuring that the solution aligns with both operational needs and regulatory frameworks. Although infrastructure development is still ongoing, the State Police has already received the delivery of the criminal intelligence support information system from the developers, and it is currently undergoing testing.

The criminal intelligence support information system solution is designed to integrate data from several national-level information systems. To this end, cooperation agreements have been concluded with multiple authorities, while work concurrently continues on connecting other national-level information systems.

The total cost of the project is EUR 9,153,315, of which EUR 6,864,986 (75% of the total budget) is co-financed by the EU Internal Security Fund, and EUR 2,288,329 (25% of the total budget) is funded by the state budget. The project is implemented within the framework of the EU Internal Security Fund for the 2021–2027 period, with the Ministry of the Interior serving as the Managing Authority in Latvia.
