With the support of EU funds, a modern Fire Safety and Civil Protection College complex and safety classrooms will be established in Latvia

The State Provision Agency, in cooperation with the State Fire and Rescue Service, continues to implement Project No. 2.1.3.3/3/25/I/004, "Construction of Phase 1 of the Fire Safety and Civil Protection College Vocational Education Institution Complex, Establishment of Safety Classrooms."

Direct Objective of the Project: To implement Phase 1 of the construction of the Fire Safety and Civil Protection College building complex, as well as to establish safety classrooms designated for the implementation of disaster management prevention measures and public education.

Project Progress:

  • February 24, 2026: A service acceptance act was signed regarding the completion of the service contract No. IeM_NVA_2025/126-Pak (dated April 7, 2025) for the development of the minimum scope of the construction design for the State Fire and Rescue Service's Fire Safety and Civil Protection College training complex (procurement identification number: IeM NVA 2024/118). SIA "BŪVDIZAINS" (registration number: 43603011124) developed the construction design in its minimum scope.

  • April 15, 2026: A service contract No. IeM NVA 2026/103-Pak was signed with the limited liability company "Forma 2" (registration number: 50003883681) for the procurement of Engineering Consultant services for the implementation of Phase I of the Fire Safety and Civil Protection College training complex (procurement identification number: IeM NVA 2025/104). Under the contract, SIA "Forma 2" provides the preparation of procurement documentation, engineering consulting services during the procurement process, engineering consulting services (FIDIC contract management) throughout the entire duration of the FIDIC contract, as well as construction supervision services.

  • Phase 1 of the restricted competition "Design and Construction Implementation of Phase I of the State Fire and Rescue Service's Fire Safety and Civil Protection College Training Complex" (Procurement identification number: IeM NVA 2025/95) has concluded, and work continues on organizing Phase 2 of the restricted competition.

Project Implementation Period: From July 1, 2024, to December 31, 2029.

Total Eligible Project Costs: The total project cost is EUR 29,199,738.00, of which the European Regional Development Fund (ERDF) financing constitutes 85.00% of the eligible expenditures, not exceeding EUR 24,819,777.00, and the state budget financing constitutes 15.00% of the eligible expenditures, not exceeding EUR 4,379,961.00.

Expected Project Results:

  1. Construction of a new Fire Safety and Civil Protection College building containing the necessary premises for training, including lecture halls, laboratories and their auxiliary rooms, computer classrooms, a library and reading room, administrative premises, a meeting room, a cafeteria, a conference hall, as well as technical rooms;

  2. Procurement and installation of equipment to ensure the functional utilization of the new Fire Safety and Civil Protection College building;

  3. Establishment of 5 stationary and 5 mobile safety classrooms across Latvia (in Riga, Valmiera, Daugavpils, Liepaja, and Jelgava).

The project is co-financed by the European Union.
