The Provision State Agency, in cooperation with the Office of Citizenship and Migration Affairs, continues to implement Project No. NVA/PMIF/2024/1, "Adaptation of AMIC 'Liepna' for Long-Term Operation" (hereinafter—the Project). The objective of the Project is the renovation and energy efficiency improvement of the Accommodation Center for Asylum Seekers (AMIC) "Liepna" building.
Design Phase
As part of the project measure "Development of Construction Design Documentation," SIA "Livland Group"—acting on the basis of service contract No. IeM NVA 2024/323-Pak concluded on December 2, 2024—completed the construction design on October 3, 2025, for the civil works to adapt AMIC "Liepna" for long-term operation.
The construction design schedules the execution of civil works in two distinct phases:
Phase 1: Reconstruction of the dormitory building and development of the construction design for energy efficiency improvement measures (Cadastre No. 36680100284004), including the design of external engineering networks, related engineering structures, and territory improvement.
Phase 2: Reconstruction of the boiler house–garage into an administrative building (Cadastre No. 36680100284004), including the design of external engineering networks.
Construction and Supervision Contracts
As part of the project measure "Construction," the following contracts have been established:
Civil Works: On February 5, 2026, a construction contract (No. IeM NVA 2026/2-Buv) was signed with SIA "RCI GULBENE" for "Civil works for the adaptation of AMIC 'Liepna' for long-term operation (procurement identification number: IeM NVA 2025/107)". SIA "RCI GULBENE" has committed to performing the civil works for EUR 2,931,410.44 (excluding VAT), with a completion deadline of September 10, 2027.
Construction Supervision: Based on service contract No. IeM_NVA_2026/25-Pak concluded on February 16, 2026, SIA "Marčuks" provides construction supervision services for the execution of specific works at the facility (AMIC "Liepna", Liepna, Liepna Parish, Alūksne Municipality; procurement identification number: IeM NVA 2025/85) for a total amount of EUR 24,499.98 (excluding VAT).
Author Supervision: Based on service contract No. IeM_NVA_2026/45-Pak concluded on February 23, 2026, SIA "Livland Group" provides author supervision services for the civil works to adapt AMIC "Liepna" for long-term operation (procurement identification number: IeM NVA 2024/110) for a total amount of EUR 9,000.00 (excluding VAT).
