The Provision State Agency, in cooperation with its partners—the State Border Guard and the Information Centre of the Ministry of the Interior—continues to implement Project No. NVA/MPP/RPVP/2025/3, "Establishment of the Temporary Center for Screening and Accommodation of Foreigners 'Rauda'." Below is the project progress report as of June 2026.

Direct Project Objective

To ensure the implementation of the Pact on Migration and Asylum within the timeframe set by the European Commission, by providing the State Border Guard with the necessary infrastructure to conduct screening and border procedures for third-country nationals at the external borders in accordance with European Union standards and requirements.

Main Project Activities

  1. Establishment of the Temporary Center for Screening and Accommodation of Foreigners "Rauda" by adapting the former school building at the real estate property "Raudas skola" (Rauda, Šedere Parish, Augšdaugava Municipality) for long-term operational use, including:

    • Development of construction design documentation (design phase);

    • Development of technical documentation;

    • Civil works (construction);

    • Construction supervision and author supervision.

  2. Procurement of equipment, furniture, inventory, and material-technical resources required to furnish the Temporary Center for Screening and Accommodation of Foreigners "Rauda".

Project Progress as of June 2026

During the reporting period, the following activities were carried out to implement the main measures of the project:

  • March 11, 2026: A construction works contract (No. IeM_NVA_2026/5-Buv) was concluded with SIA "STRUCTUM" (registration number 41503039844) for the "Adaptation of premises and territory for the needs of the temporary screening and accommodation center for foreigners 'Rauda' (procurement identification number: IeM NVA 2025/114)". The contract price is EUR 2,730,000.00 (excluding VAT).

  • March 30, 2026: A service contract (No. IeM_NVA_2026/78-Pak) was concluded with SIA "Marčuks" (registration number 42403037066) for "Construction supervision services at the facility 'Raudas skola', Rauda, Šedere Parish, Augšdaugava Municipality (Project No. NVA/MPP/RPVP/2025/3) (procurement identification number: IeM NVA 2025/85)". The contract price is EUR 22,386.00 (excluding VAT).

  • Design Phase: The development of the construction design for the adaptation of the building has been completed, including the design of engineering networks, as well as the construction design for territory improvement, including external engineering networks.

  • Construction Phase: Civil works for the adaptation of the building have commenced.

  • Procurement: The necessary procurement procedures for furniture, inventory, and material-technical resources are underway (including price surveys, acquisitions based on General Agreements, and procurement via the Electronic Procurement System catalogs).

Key Deliverables and Financials

  • Project Deliverables: Ensuring a unified, faster, and more sustainable border procedure review process, while respecting the principles of fairness and solidarity, thereby addressing the root causes and facilitating factors of illegal migration.

  • Total Project Cost: EUR 4,357,463.00

    • EU Funding: EUR 3,268,097.00

    • State Budget Funding: EUR 1,089,366.00

  • Project Implementation Period: January 1, 2026 – December 31, 2026
