The goal of the European Union (EU) Recovery Fund project “Solar Park for Self-Consumption of Electricity at the NLL” is to make investments in the infrastructure of the NLL building and its grounds in Riga, at 5 Mūkusalas Street, to achieve a reduction of at least 30% in primary energy consumption.
Project funding: 1,705,495 euros, of which 1,428,864.16 euros comes from the European Union’s Recovery and Resilience Facility and 276,630.84 euros from the state budget.
Following a competitive bidding process, the contractor for the Solar Park project was selected: the supplier consortium “DEVRE AE” ( “Devre” and “Velve AE” (Ltd.)). The construction design was prepared by “Balts un melns” (Ltd.), and construction supervision was provided by “JV Projekts” (Ltd.). For the implementation of the Daugava pipeline extension project, the contractor is “Beltes Būve” (Ltd.). The construction design was prepared by “Kurbada Tilti” (Ltd.)
Several activities were carried out during the project, such as the construction of the Solar Park with canopies and on the building, the replacement of the site’s lighting with LED lighting, and the construction of improvements to the extension of the Daugava pipeline (additional work is still ongoing).
The following were constructed during the project:
479 solar panels;
more than 3 km of solar cables;
80 piles driven to a depth of approximately 7 meters;
20 metal columns;
55 metric tons of metal structures;
50 cubic meters of concrete and 5 metric tons of rebar for the foundation footings.
As a result of the project, the building will achieve annual primary energy savings of 451.60 MWh, which amounts to approximately 180%.
The European Union’s Recovery and Resilience Facility is a budget program centrally managed by the European Commission, established in addition to the European Union’s (hereinafter “EU”) multiannual budget for the 2021–2027 programming period. The program’s objective is to support reforms and investments related to the transition to a green and digital economy, as well as to mitigate the social and economic impacts of the crisis.
The plan for Latvia’s Recovery and Resilience Facility was approved on June 22, 2021, by the European Commission and on July 13 by the EU Council of Economic and Financial Affairs (ECOFIN). The amount of Recovery and Resilience Facility funding approved for Latvia is 1.97 billion euros, which will be available until August 31, 2026. It is planned to be invested in the Latvian economy by implementing reforms and making investments in all six areas of the Recovery and Resilience Facility: Climate and Energy (including REPowerEU), Digital Transformation, Reducing Inequality, Economic Transformation, Health, and Rule of Law.
