Modernizing emergency services and local cooperation! Strengthening the 112 platform with EU Recovery Fund support

Ministry of the Interior

On Tuesday, February 3, the Cabinet of Ministers approved pivotal amendments to the strategic investment project: "Integration of the Unified Contact Center Platform (112) and Electronic Event Logs at State and Municipal Levels."

The approved updates refine the project’s scope to meet evolving security demands, significantly bolstering the synergy between state and local emergency services. By optimizing information flow and enabling data-driven decision-making, Latvia is setting a new benchmark for crisis management efficiency.

Strategic Digital Integration

The project focuses on the evolution of the Unified Event Register (VNR) as a shared platform, ensuring seamless integration with the 112 Unified Contact Center and electronic logs across all levels of government. Key advancements include:

Inter-Agency Synergy: Enabling instantaneous data exchange between municipal authorities, the State Police, rescue services, and law enforcement.

E-Justice & Data Analytics: Integrating the VNR into the E-File (E-lieta) technological platform to enhance national-level statistics and analytical capabilities.

Optimized Resource Management: Upgrading the 112 platform with a new resource management block, advanced data visualization in the Integrated Geographic Information System, and streamlined emergency call processing.

Collaborative Implementation & Funding

The project expands its professional horizon by welcoming the State Fire and Rescue Service as a key partner. The total investment is set at €4,861,810, with a substantial €4,095,713 provided by the European Union’s Recovery and Resilience Facility, complemented by €766,097 from the national budget.

European Union Support: The Foundation of a Safer Tomorrow

This ambitious modernization is far more than a technical upgrade; it is a profound testament to how the European Union’s Recovery Fund is fundamentally elevating the safety standards for every citizen in Latvia.

We extend our deepest gratitude to the European Union for its visionary support, which empowers Latvia to emerge as a digitally advanced and resilient Member State. This funding represents a direct investment in our shared European values—the protection of human life and the unity of our institutions.

In partnership with the European Commission, we are constructing a smart, integrated, and formidable security ecosystem that serves as a model for the entire European family. We are immensely proud to grow and strengthen our nation shoulder-to-shoulder with a strong, united, and visionary Europe. Together, we are making the European digital decade a reality for public safety.
