Implementation of the EU co-funded project for the modernization of the Ministry of the Interior colleges' learning environment is purposefully continuing

The State Provision Agency, in cooperation with its partners - the State Border Guard College, the State Police College, and the Fire Safety and Civil Protection College - continues the implementation of the EU co-funded project No. 4.2.1.6/3/24/I/001 "Modernization of the learning environment of the Ministry of the Interior's professional education institutions for the acquisition of sector-relevant skills."

The direct goal of the project: the modernization of the learning environment of the Ministry of the Interior colleges for the acquisition of skills relevant to the sector.

The main project activities include:

  • Construction and equipping of a training state border section (approx. 700m) to provide a learning environment for the State Border Guard College.

  • Renovation of a training border control point to provide a learning environment for the State Border Guard College.

  • Construction of a sports complex at Ezermalas iela 8A, Rīga (including a football field, basketball court, running track with 4 lanes, outdoor gym, obstacle course, beach volleyball court, spectator stands) to provide a learning environment for the State Police College.

  • Acquisition of equipment and facilities to modernize the colleges' learning environment.

  • Design, construction supervision, and author's supervision.

Progress achieved so far in the project:

  • On July 14, 2025, Amendment No. 1 to Agreement No. 4.2.1.6/3/24/I/001 was signed, which increased the total project costs and allocated flexibility funding for project implementation.

  • Active work on organizing procurements for the main project activities is underway; procurement commissions have been established, and procurement documentation is being drafted. Several procurements have been launched or will be launched soon, for example: An open competition for "Construction of Sports Fields and Stands, Ezermalas iela 8A, Rīga" (Procurement ID No. IeM NVA 2025/35) was launched on July 25, 2025. An open competition for "Construction and equipping of a training state border section in accordance with regulatory requirements at the State Border Guard College training ground Janapole" (Procurement ID No. IeM NVA 2025/78) will be launched in the near future. Several procurements for the acquisition of various equipment for the needs of the Fire Safety and Civil Protection College have been launched.

Financial summary:

The achievable result of the project is a modernized learning environment of the Ministry of the Interior colleges for the acquisition of sector-relevant skills.

Total Project Costs: 8,995,895.00 EUR.

European Regional Development Fund (ERDF) Funding (85%): Up to 7,646,510.00 EUR (from eligible expenditure).

State Budget Funding (15%): Up to 1,349,385.00 EUR (from eligible expenditure).

Project Implementation Period: 01.12.2024 – 31.12.2028.
