On 27 May 2025, the Cabinet of Ministers (CM) approved draft regulations prepared by the Ministry of Smart Administration and Regional Development (MoSAMRD) on European Union (EU) funds investments aimed at strengthening national security both in cyberspace and in physical infrastructure.

With these investments, we are not only strengthening our defence against external threats, but also demonstrating Latvia as a reliable partner in the European and NATO security space."
More than €33 million ERDF funding to strengthen cybersecurity
Cybersecurity issues are growing in importance and relevance across EU Member States, and there is a need to find the most effective solutions to enhance the cybersecurity of national ICT solutions and services.
The measure will make available €33.3 million of European Regional Development Fund (ERDF) funding to ensure that at least seven national ICT solutions and services are made more cyber-secure and resilient to growing cyber threats.
The preparation and implementation of projects will take into account the requirements of the National Cybersecurity Law and related laws and regulations. In order to ensure national cyber security interests, project applicants will coordinate the description of activities and deliverables planned in the projects with the Ministry of Defence and the Cyber Incident Response Body CERT.LV. The measure will support projects according to the list of projects approved by the Cabinet of Ministers.
These investments are part of the priorities set by the Government in view of the growing cyber threats and Latvia's active role in the international security space.
€16.25 million ERDF and state budget co-financing to improve military mobility
The Government also approved the provisions on the measure “Development of Dual-Use Infrastructure”, which will include the construction of a 16 km long road (the Daudzeva - Viesīte - Apserde road planned under the measure, section 1.14 - 17.61 km, Aizkraukle municipality, national road (V956)) to the military landfill “Selija”. This road will serve the needs of both national and allied armed forces and the civilian population, significantly improving access and security in the region.
The project will be financed with public funds of €16.25 million, of which €13.81 million will come from the ERDF and €2.43 million from the national budget. The project promoter is the Ministry of Transport, on whose behalf the project will be implemented by VSIA “Latvijas Valsts ceļi”.
This project is important not only for Aizkraukle municipality, but also for the whole Zemgale region, according to the regional development programme. It is one of the priority measures supported by the Government to strengthen national security.
