The State Fire and Rescue Service of Latvia, in cooperation with the Fire and Rescue Department of Lithuania, is implementing the Interreg cross-border project "MassMovement" (No. LL-00310). The objective of the project is to strengthen the readiness of Latvia and Lithuania to organize and execute mass evacuations of the population in emergency situations.
Within the framework of the project, cooperation between the two countries is being enhanced, evacuation mechanisms are being tested, and the capacity of institutions to act effectively in crisis situations is being improved.
Practical Field Drills
On August 4, 2026, a practical cross-border drill will take place, simulating a mass evacuation of citizens from Latvia to Lithuania.
Route: Daugavpils – Jēkabpils – Pasvalys (Lithuania).
Departure: August 4, 2026, at 9:00 AM.
Planned Itinerary: * Phases 1 and 2: 255 km (approx. 3 hours 38 minutes);
During the drills, the entire evacuation process will be practically simulated—including assembly, transport organization, registration, cross-border movement, reception at the destination, catering, and other civil protection measures. All procedures will be executed as close to a real-life emergency scenario as possible.
