Approves the regulation for organizing the regional cultural infrastructure and improving the accessibility of cultural services

At its meeting on October 10, the Cabinet of Ministers approved the regulatory framework directed by the Ministry of Culture (MoC),* the implementation of which is intended to improve and develop the regional cultural infrastructure, which ensures professional artistic activities and the function of a memory institution, improving the quality of the public environment, promoting the improvement of existing services and the creation of new services.

In the form of limited selection projects, the investments of this European Union (EU) fund measure are planned for two cultural objects:

  • For the creation of infrastructure for the preservation of the national documentary heritage and the national museum collection in Cēsis;

  • For the completion of the reconstruction process, the purchase of equipment and the construction of the Valmiera Drama Theater in Valmiera.

The Cabinet of Ministers already approved the conceptual report “On the critical condition of the buildings of the National Archives of Latvia and further action,” which, among other things, envisages the establishment of the Vidzeme regional center of the National Archives of Latvia (NLA) in Cēsis. Within the framework of this EU funds measure, it will be possible to implement the provisions of the report and establish the NLA Vidzeme regional center.

Already within the framework of the energy efficiency improvement measure “Promoting energy efficiency improvement in public buildings” of the 2014-2020 EU funds planning period, the project “Increasing energy efficiency at the Valmiera Drama Theatre at Lāčplēša Street 4, Valmiera” was launched and is nearing completion. In order to fully complete the reconstruction of the Valmiera Drama Theatre, within the framework of this new EU funds planning period measure, it is planned to continue investments in the completion of the construction work of the theatre building, as well as in the purchase and installation of equipment.

Of the total funding of this EU fund measure (with flexibility funding) of 17,400,000 euros, the European Regional Development Fund (ERDF) funding amounts to 14,790,000 euros, while the national funding (state budget co-financing and local government co-financing) is 2,610,000 euros.
