ALTUM has successfully completed the programme for improving the energy efficiency of apartment buildings, co-financed by the European Union Recovery Fund, achieving all of the programme’s targets.
A total of 136 apartment building renovation projects have been implemented across Latvia under the programme, covering 4,338 households. On average, each apartment building renovated under the programme achieved primary energy savings of 42%.
The actual primary energy savings achieved amount to 22,500 MWh per year, exceeding the programme target by approximately 56%. Meanwhile, the reduction in CO₂ emissions resulting from energy efficiency improvements in apartment buildings has reached almost 3,000 tonnes per year – more than twice the target set under the programme.
Project implementation under this Recovery Fund programme was most active in the Riga Planning Region, where 71 projects were completed, including 18 projects in Riga. A further 31 projects were implemented in the Kurzeme Region, 24 in Vidzeme, six in Zemgale and four in Latgale.
At municipality level, Olaine Municipality was the most active, with 23 apartment building renovation projects implemented under the management of “Olaines ūdens un siltums”. It was followed by Talsi Municipality with 10 projects and Cēsis Municipality with seven projects.

“The programme’s results demonstrate strong interest among residents and building managers in renovating apartment buildings and improving their energy efficiency. The projects implemented not only reduce buildings’ energy consumption and environmental impact, but also contribute to a higher-quality living environment and help reduce household energy costs in the long term. At the same time, implementation of apartment building projects under the ERDF co-financed programme continues at a strong pace, significantly extending the positive impact of building renovation and insulation.”
The programme was implemented under Reform and Investment Area 1.2 “Improving Energy Efficiency” of Latvia’s European Union Recovery and Resilience Facility Plan, specifically Investment 1.2.1.1.i “Improving the Energy Efficiency of Apartment Buildings and Transitioning to the Use of Renewable Energy Technologies”.
