The Cabinet of Ministers (CoM) at its meeting on February 17 approved the amendments proposed by the Ministry of Culture (MC) to CoM Order No. 128 of March 7, 2023, “On the Approval of the 2.1.1.1.i. Investment Project “Integration of Media Content into the Latvian Digital cultural Heritage Platform” Project Description” to clarify the amount of funding for the investment project and the deadline for achieving the indicators.

Latvian Digital cultural Heritage Platform platform includes the Digital Library of Latvia, the Digital Object Management System, the Reference Data System, the Copyright Management and Licensing System. It is intended for the unified management of digital objects of cultural heritage, long-term preservation, provision of Digital Library of Latvia services, as well as ensuring the circulation of digital cultural heritage data between the information systems of the cultural sector and the information systems of the platform.

The aim of the amendments is to clarify and supplement the investment project funding amount and target indicators in order to ensure the further development and sustainable implementation of the Latvian digital cultural heritage platform. As a result of the project implementation, the platform will be modernized, making it better suited to both public access to valuable media content and cultural heritage, and the needs of media and cultural content creators. Data description, search, accessibility, and expanded coverage of data sources will be improved, including the National Encyclopaedia, which will promote wider access to richer cultural content and the involvement of media creators in the digitization and preservation of cultural heritage.

The amendments will increase the planned investment project costs from EUR 1,617,040 to EUR 1,767,041, including an increase in the European Union Recovery and Resilience Fascility funding from EUR 1,360,000 to EUR 1,483,967. The project indicators have been clarified, including media content growth indicators and deadlines for the availability of digital cultural content.

It is planned that the additions to the Latvian Digital cultural Heritage Platform will be implemented by the second quarter of 2026. After the project is implemented, the costs of maintaining the results of the investment project will be determined.

The implementation of the activities planned in the investment project ensures the achievement of the objective of the 2nd component of the European Union Recovery and Resilience Fascility Plan “Digital Transformation” 2.1. reforms and investment direction “Digital Transformation of Public Administration, including Local Governments” 2.1.2.r. reforms “Digital Transformation of Public Administration, including Local Governments” 2.1.1.1.i. investments “Modernization of Administration and Digital Transformation of Services, Including the Business Environment”.

About the Recovery and Resilience Facility:

The EU Recovery and Resilience Facility is a budget program managed centrally by the European Commission, established in addition to the EU's multiannual budget for the 2021–2027 programming period. The program aims to support reforms and investments related to the transition to a green and digital economy, as well as to mitigate the social and economic impact of the crisis. By the end of 2026, it is planned to invest EUR 1.97 billion from the Recovery and Resilience Facility in the Latvian economy by implementing reforms and making investments in all six areas of the Recovery and Resilience Facility: Climate and Energy (including REPowerEU), Digital Transformation, Reducing Inequality, Economic Transformation, Health, and Rule of Law.

The Recovery and Resilience Facility reforms and investments in Latvia are financed from the European Commission Recovery and Resilience Facility budget, with co-financing from the state budget.
